The breach occurred due to an unsecured server that left a database containing records of individuals accessible to the public. The leaked data includes sensitive details such as full names, passport numbers, and residential addresses for approximately 40000 residents and migrants in the Moscow region. This incident highlighted significant vulnerabilities in how government administrative data was stored and managed at the time.
