In the spring of 2023, the Moscow Department of Information Technology DIT suffered a massive security breach. Hackers gained prolonged access to internal systems and allegedly exfiltrated 40 terabytes of data. The compromise included source code and highly sensitive personal information of millions of citizens. The exposed databases contained data from various municipal services, encompassing identity documents, contact details, and medical insurance information. This incident represents one of the most significant government sector data exposures in the region, affecting nearly the entire adult population of the city.
