In early 2025 information surfaced regarding a massive data breach involving the Russian Federal Service for State Registration Cadastre and Cartography also known as Rosreestr. Threat actors claimed to have exfiltrated over 2 billion records and released a sample containing 81 million rows. The data includes highly sensitive personal information such as full names dates of birth email addresses phone numbers passport details SNILS and INN numbers. Analysis suggests the data contains significant duplication with approximately 30 million unique records remaining after cleaning and an estimated 25 million unique individuals affected.
